Archie is the leader of Team Aqua from Pokémon Ruby and Sapphire. Team Aqua is the second/third of many evil teams in the Pokémon series who aim to generally be evil, debuting the same time as Team Magma and after Team Rocket. In Team Aqua's case, it's an ecological terrorist organization who wants to awaken Kyogre and flood the world.
Archie also makes appearances in Pokémon Masters, PokéAni, Pokéspe and Pokémon Ultra Sun and Ultra Moon, always as a villainous character. He is a fan favorite, though not too many fanworks exist which primarily focus on him. The Pokémon he is most associated with are Sharpedo, Mightyena and Kyogre.
Archie is not to be confused with Archer, another villainous Pokemon character with a similar name.
